What is the Via Verde for Immigration?
The Via Verde for Immigration is a new program launched by the Portuguese Government on April 1st, aimed at speeding up and facilitating the hiring of foreign workers by national companies. This program is implemented through the Cooperation Protocol for Regulated Labor Migration, and is particularly relevant for sectors facing labor shortages, such as:
- Tourism
- Agriculture
- Construction
- Services
The goal? Streamline processes, fill labor gaps, and strengthen the Portuguese job market with qualified professionals.
Who can benefit from the Protocol?
The Via Verde for Immigration program is aimed at entities that meet specific criteria. Here are the main requirements to join the protocol:
- Business confederations or associations with a minimum of 30 members and a combined business volume of at least €250 million
- Companies with 150 or more employees
- Companies with an annual turnover of €25 million or more
- Companies with no debts to the Tax Authority or Social Security
- Companies with a valid permanent certificate code
How does the application process work?
Interested companies can apply for individual or group visas for workers coming from non-EU countries. Here’s a simplified overview of the process:
- Submit the request to the Directorate-General for Consular Affairs and Portuguese Communities (DGACCP)
- The DGACCP schedules an interview with the consular post in the worker’s country of residence
- The visa application proceeds through the standard steps, but in an expedited manner
What are the mandatory conditions for visa issuance?
To ensure visa issuance under the Via Verde for Immigration, companies must provide workers with the following:
- A valid employment contract
- Travel and health insurance
- A professional training plan and Portuguese language learning support
- Decent accommodation
These requirements aim to ensure proper integration of foreign workers in Portugal, promoting legality, qualification, and stability.
